An Official website of the Commonwealth of Massachusetts Job Description - FO IX/Executive Director of Administrative Services (2100059Z) Job Description FO IX/Executive Director of Administrative Services - ( 2100059Z ) Description The Executive Director of Administrative Services for the Massachusetts Department of Correction (DOC) -is responsible for managing and coordinating the fiscal operations of the DOC which consist of but are not limited to staffing, internal controls, procurements, purchasing and accounts payable, allocation requests, monitoring expenditures, forecasting, contract negotiations and preparation, vendor interaction, analyzing data, multiple checking accounts, federal grants, and capital spending. The Executive Director is responsible for the financial management and accounting of all funds (operating, capital, Federal, inmate, revenue) and assets under the control of the DOC. Performs other duties as assigned. The Executive Director coordinates with Superintendents/Division Heads to ensure that the needs of their assigned areas are being fulfilled and that they are in line with the DOC Mission and Strategic Plan. - The Executive Director is responsible for developing and implementing all departmental policies and procedures associated with the management financial resources. Preferred Qualifications: Demonstrated knowledge of MGL Chapters 7, 149, 149A, Ch. 30, Ch. 25A. Demonstrated knowledge of State Finance Law. Demonstrated knowledge of 801 CMR21.00. Experience with MMARS, HR/CMS, Commonwealth's Information Warehouse and COMMBUYS. Experience on public construction projects/finances. Experience with federal and state grant reporting. Demonstrated knowledge of Commonwealth procurement and contracting procedures and principles. Demonstrated ability to maintain accurate accounting records. Demonstrated ability to analyze complex problems and make sound recommendations for resolution. Knowledge of Process Improvement methods. Proficiency in Microsoft Office Software. Qualifications MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least three (3) years must have been in a managerial capacity.
